Emergency Service Restoration Plans/Exemption Form

Due June 1, 2026!

Every two years, each public service company, telecommunications company, voice-over Internet protocol service provider, and each municipal utility furnishing electric, gas, or water service, must file with the Public Utilities Regulatory Authority (PURA), the Department of Emergency Services and Public Protection (DESPP) and each municipality located within the respective service areas of these public service companies and/or municipal utility, an updated plan for restoring service that is interrupted as a result of an emergency. (Section 16-32e of the general statutes)

Under PURA Docket 26-02-03, although plans are required by July 1, 2026, PURA is requesting the plans to be submitted to PURA on or before Monday, June 1, 2026 to give them the opportunity for a timely and comprehensive review.

Water Company Exemption from Filing

CWWA was successful in securing an exemption from this requirement for water companies that file Water Supply Plans (WSPs) pursuant to Section 25-32d of the general statutes. However, such water companies must file an exemption form with PURA. PURA is requesting that such exemption form be filed by June 1, 2026.

In addition, PURA requires private water companies, as defined under Sec. 16-1(a)(6) of the general statutes, to append excerpts from their most recently-approved Water Supply Plan (WSP) that address emergency response and restoration, to the exemption form. This requirement is not applicable to municipal and regional water companies. The WSP shall not be subject to review in this proceeding, but shall further the Authority’s objective of gaining a comprehensive understanding of the public service companies’ emergency response plans. 

ERPs, WSPs, and related attachments may be submitted to the Authority confidentially by email to [email protected], and participants may file correspondence that provides notice of the confidential filing, in lieu of a motion for a protective order.
